I read and re-read this post, and I have a problem with the term "Crash Studio" What you are describing, the audit of a location's risk factors, can and should be done without the need for a crash to be the object of investigation. In my opinion, Police Departments should maintain a report of risk assessment (a Crash Studio) of every corner in their city, and then highlight it within their "accident reports" to present a Crash report" to council who then solicit changes be made to public works and engineering departments, which would then change the Police's risk "Crash Studio" mapping.
So, why wait? go notice things BEFORE a crash occurs!
I agree that the observation process to review or audit an existing street should occur before a crash. The problem is that it is not happening. The Crash Analysis Studio provides a framework for cities to do this work starting with the most serious crashes.
Well, a start is a start. And that is good. But the name of this tool might imply to many of us who implement its power, to stop well short after starting, rather than keep going with it past its obvious start.
